RECOMMENDATION:
Approve and authorize the Executive Director to execute contract 25-03964 and associated disbursements with Wabtec Corporation in the amount of $3,201,920, to provide UTA with the parts needed to overhaul Track Brakes on UTA’s S70 Light Rail Vehicles (LRV), including all associated hardware, and documentation.
BACKGROUND:
Ongoing maintenance of UTA’s light rail vehicle fleet cars require periodic overhaul of various components and systems. Track brakes are a high-wear component in the S70 light rail vehicles, and the fleet has reached point where overhaul of the track brake systems is necessary. UTA recently issued an invitation for bid for the supply of parts and materials that will allow UTA to perform overhauls of vehicle track brakes in house.
DISCUSSION:
UTA operates 77 Siemens S70 light rail vehicles for the TRAX service. The scope of work for this contract is to provide UTA with all parts and materials needed to perform in-house overhauls of the track brake system on UTA’s S70 Light Rail Vehicles. The vendor will provide hardware and documentation.
Following receipt and evaluation of bids, Wabtec Corporation was selected as the lowest responsive and responsible bidder. The contract amount for this work, which includes supplying UTA with 480 overhaul kits, is $3,201,920.
UTA will perform the overhaul work internally at UTA’s existing facilities. Deliveries from the vendor will consist of an initial qualification order for testing and acceptance of the parts and materials, followed by three production order deliveries once testing of the initial parts and materials is complete and satisfactory. All deliveries are to be complete by the end of 2029.
The contract pricing has been determined to be fair and reasonable based on both a UTA independent cost estimate and the performance of a price analysis.

ALTERNATIVES
The track brakes require periodic overhauls for safe and reliable operation of the vehicles.
UTA could alternately elect to send the track brake assemblies to an outside vendor for overhauls. That approach would be significantly more expensive and would make UTA dependent on outside vendors for both, supply of materials and the required labor for overhaul. In addition, doing the overhauls ourselves allows us to educate our workforce on system’s design and functionality to support the routine maintenance required.
FISCAL IMPACT:
This contract is for a one-time procurement of materials for the track brake overhauls. Delivery of the brake kits are completed over four years, 2026 through 2029.
The 2026-2030 approved Five Year Capital Plan includes $10,500,000 for the 2026 budget year, $8,919,000 for the 2027 budget year, $6,801,000 for the 2028 budget year, and $3,661,000 for the 2029 budget year under project SGR040 LRV Overhaul Program.
The total fixed lump sum contract value is $3,201,920 with projected fiscal impact over the four years as follows:

• 2027 Contract Total: $1,222,400
• 2028 Contract Total: $649,000
• 2029 Contract Total: $649,000
