RECOMMENDATION:                                                                                                                       

Approve and authorize the Executive Director to execute the second amendment to the agreement with Salt Lake City Corporation for renewal of the UTA On-Demand SLC Westside service.                     

BACKGROUND:                                                                                                                                 

The UTA/Salt Lake City Microtransit Cooperative Agreement was approved by the UTA Board of Trustees on Octoer 13, 2021 as an agreement to fund and deploy  SLC westside microtransit service.  This amendment provides ongoing microtransit service per the Five-Year Service Plan. UTA’s Innovative Mobility Services group will submit annual requests per the Five-Year Service Plan for additional hours and vehicles as needed.

UTA has contracted with River North Transit, LLC (Via) through a Master Services Agreement (MSA) which was executed in September 2021 to expand microtransit services and programs (UTA Contract 20-03399). Microtransit, branded as UTA On Demand, has emerged as a cost-effective coverage solution.

This 2nd contract amendment would fund UTA On Demand service in the Salt Lake City Westside zone for the next calendar year.

DISCUSSION:                                                                                                                                      

UTA and SLC desire to extend this agreement as a cost-effective coverage solution. This contract amendment extends the terms for one additional calendar year in 2024. The service is fully sponsored by $3M from Salt Lake City. Previously, $1.9M was provided in 2023.

Ridership continues to grow, and this amendment allows new driver hours to support increases. New pricing is an increase of +2% effective July 1, 2024.

ALTERNATIVES:                                                                                                                                    

If UTA were to determine not to support microtransit service in the future, UTA will develop a transition plan and updates to the Five-Year Service Plan to support any associated changes.

FISCAL IMPACT:                                                                                                                                

The Salt Lake City Westside microtransit service is fully sponsored by Salt Lake City. The current Not-to-Exceed amount is $1,900,000 for the 2023 contract amendment. The new Not-to-Exceed amount is $3,000,000 for the 2024 contract amendment.
