RECOMMENDATION:
Approve Resolution R2022-05-04 authorizing submission of UTA’s 2022 Title VI Program to the Federal Transit Administration (FTA)
BACKGROUND:
Transportation is a vital need within any community and increases the quality of life for everyone across the Wasatch Front. In acknowledgement of the critical role UTA plays within the community, UTA has committed to working to ensure that those individuals who benefit from our services are treated equitably and that their needs are considered and protected as changes are proposed and as UTA delivers service every day. The proactive and conscious measures taken to ensure equity are documented within UTA’s Title VI Program. Title VI of the Civil Rights Act of 1964 states that no recipient of federal funds can be discriminatory on the basis of race, color, and national origin in the delivery of programs or services. The Federal Transit Administration (FTA) requires UTA to submit a Title VI Program for their review and concurrence.
DISCUSSION:
In compliance with FTA Circular 4702.1B, UTA has prepared a Title VI Program for the period of calendar year 2019 through 2021. The Program outlines UTA’s policies, practices, and efforts to ensure that UTA is equitable in the delivery of transportation services. This includes every equity analysis conducted throughout that period, UTA’s plan on how to provide meaningful access to transit to people with limited English proficiency, and six system standards with monitoring associated with how those standards are met in a non-discriminatory way.
UTA’s Title VI program will be submitted to the FTA on June 1st, 2022. Prior to this submittal, UTA’s Board of Trustees should be briefed on and approve the program.
ALTERNATIVES:
If UTA’s Title VI Program is not approved, UTA staff will revise as directed by the Board of Trustees and bring back for approval.
FISCAL IMPACT:
Failure to submit a Title VI Program could result in an inability to draw down funds from the FTA
