RECOMMENDATION:
Approve Resolution R2025-12-06 authorizing Zero Fare on the Ogden Express through April 2028.

BACKGROUND:
The Ogden Express UTA Rapid Bus (“OGX”) opened for service in August 2023 and runs from the Ogden Frontrunner Station to Weber State University and the McKay Dee Hospital. UTA received grant funding that was used to offset the cost of operating the service for the first three (3) years of service.
Historically, fares are collected and used to offset the cost of operations. Because UTA received grant funds for the OGX service, it was able to forego fare collection from customers riding the OGX service. The adoption of Resolution R2023-07-02 authorized UTA to operate OGX without collecting fare from customers until August 31, 2026.
UTA and its partners are seeking to secure additional grant funding to the Authority, which would offset OGX operating and maintenance costs until April 9, 2028.
Fare rates are governed by Board Policy 4.1 Fares and discounts to base fare rates must be approved by the Board of Trustees.

DISCUSSION:
Staff recommend extending the period during which UTA will not collect a fare to ride the OGX rapid bus through April 2028. By forgoing the collection of fares, the Authority considers this to be a zero fare service. This authorization is dependent on receiving additional grant funds.
If additional grant funds are received, resolution R2025-12-06 will authorize zero fare for the OGX rapid bus from through April Change Day 2028.

ALTERNATIVES:
Do not approve the Resolution and do not extend zero fare authorization on OGX and require passengers to pay the public fare rate.

FISCAL IMPACT:
Foregone fare revenue that will be replaced by anticipated grant revenue to cover OGX operating costs is estimated to be $750k. If grant funds are not secured to cover operating costs, zero fare will not be extended on OGX.
