BACKGROUND:                                                                                                                                 

Utah’s Public Transit District Act requires all contracts valued at $200,000 or greater be approved by the UTA Board of Trustees.  This informational report on upcoming procurements allows Trustees to be informed and provide input on upcoming procurement projects.   Following the bid solicitation and contract negotiation process, final contracts for these projects will come before the board for approval.

DISCUSSION:                                                                                                                                      

                     Natural Gas Fuel Broker.  This is a procurement to contract with a firm to provide broker services for Natural Gas fuel for UTA revenue vehicles.  Last year UTA extended the current contract one more year in order to evaluate the best option going forward, whether that was to continue to use a brokerage firm or to switch to buying directly from Dominion Energy.  After further evaluation it has been determined that UTA would obtain the best price possible using a brokerage firm, while also flattening out market variability.  Funding for this contract is included in the Salt Lake Business Unit Operating Expense budget.  This contract will be for a term of 5 years, and this procurement will be conducted as an RFP, where technical criteria will be evaluated and scored in addition to price.  (req. 13327, Dan Locke & Andres Colman)

                     Paint System and Supplies.  This is a procurement to contract with a firm to supply all paint booth supplies and spraying systems in UTA paint shops. The selected supplier will monitor and manage inventory levels at each facility, then deliver and stock the needed supplies.  Each facility will establish the frequency for restocking and will pay for deliveries with their p-card.  This contract will help UTA utilize bulk prices and ensure product quality and consistency.  Funding for this contract is included in the Operating Expense budgets for each facility.  This contract will be for a term of 3 years, plus two 1-year options, and the procurement will be conducted as an RFP, where technical criteria will be evaluated and scored in addition to price. 

                     Hydraulic Hoses and Fittings.  This is a procurement to contract a firm to supply all hydraulic hoses and fittings at all 9 UTA maintenance shop locations.   The selected supplier will monitor and manage inventory levels at each facility, then deliver and stock the needed supplies. Each facility will establish the frequency for restocking and will pay for deliveries with their p-card.  This contract will help UTA utilize bulk prices and ensure product quality and consistency.  Funding for this contract is included in the Operating Expense budgets for each facility.  This contract will be for a term of 3 years, plus two 1-year options, and the procurement will be conducted as an RFP, where technical criteria will be evaluated and scored in addition to price.
