Informational Report for discussion

BACKGROUND:

Utah’s Public Transit District Act requires all contracts valued at $200,000 or greater be approved by the UTA Board of Trustees.  This informational report on upcoming procurements allows Trustees to be informed and provide input on upcoming procurement projects.   Following the bid solicitation and contract negotiation process, final contracts for these projects will come before the board for approval.

DISCUSSION:

The following projects, services, or products have an approved requisition by the Executive Director and are ready for bid solicitation:    Mt. Ogden Business Unit Expansion.  This is a procurement to establish a contract with a firm for the expansion construction of the Mt. Ogden Business Unit.  As a result of the Ogden-WSU BRT project the Mount Ogden BU Facility will need to be expanded to handle an additional 11 buses and have infrastructure added to charge the new electric buses. This project will add 4 additional maintenance bays to the existing maintenance building, 1 electric bus charger in the building, 4 electric bus chargers under the bus canopies, an overhead crane, and two bus lifts. This will be paid for as a part of the Ogden-WSU BRT project budget which is funded by FTA at 65% through a Small Starts Grant.  This procurement will be conducted as an RFP, where technical criteria will be evaluated and scored in addition to price. (Janelle Robertson) Tooele Bus Facility renovation.  This procurement is to contract with a firm for renovation of the Tooele Bus facility.  Renovation will include new siding, widening bay doors, windows, interior lighting, exterior lighting, roof repair, landscaping, and remove and replace existing driveways and parking lot asphalt.  Construction is set to begin in the fall and expected to be completed in spring of 2022.  Funding for the project will be provided through a UDOT Rural Area grant and UTA 20% matching funds.  This procurement will be conducted as an RFP, where technical criteria will be evaluated and scored in addition to price. (Brandon Heath) Applicant Tracking Software.  This is a Sole Source procurement with Jobvite to provide applicant tracking and recruitment software.  UTA performed a competitive procurement in 2019 and selected Jobvite as the vendor.  A sole source request was submitted to, and approved by, the Sole Source Review Board based on the implementation costs UTA will avoid by maintaining a contract with Jobvite for 3 more years.   UTA has spent the last 2 years integrating Jobvite with its systems such as JDE, Laserfiche and others.  In addition to providing applicant tracking, it also operates as a Candidate Relationship Management (CRM) tool.  Some of the important talent acquisition strategies UTA will deploy in the coming months/years will require a robust CRM in order to attract talent.  Funding for this software was included in the approved 2021 Operating Budget.  (Greg Gerber) Investment Management Services.  This is a procurement to contract with a firm to provide Investment Management Services for the agency.  UTA is seeking a firm to assist in managing its’ investment portfolio to maximize investment returns with acceptable levels of investment risk and duration, while complying with the Utah Money Management Act and UTA's investment policy.  We are seeking a contract term of 10 years to allow the firm the ability to invest in longer term investments at a greater rate of return.  This procurement will be conducted as an RFP, where technical criteria will be evaluated and scored in addition to price. (Emily Diaz) Bus Stop Digital Real-Time Sign Construction and Installation. This procurement is to establish a contract with a firm for the construction and installation of 23 bus stop real-time information signs.  In 2013, UTA applied for and was awarded a WFRC CMAQ grant for the purchase and installation of a real time information system for our bus system. These grant funds, along with UTA’s local match, will be used for this procurement.  The electronic signs were purchased through a separate contract, and this contract will cover the construction and installation of the signs.  This procurement will be conducted as an RFP, where technical criteria will be evaluated and scored in addition to price.
