RECOMMENDATION:                                                                                                                       

Approve the award and authorize the Executive Director to execute the contract and associated disbursements with AECOM Technical Services, Inc., in the amount of $8,417,669, to perform the planning, environmental documentation, and preliminary design for the South Valley FrontRunner Project.                     

BACKGROUND:                                                                                                                                 

By 2050, Utah County is expected to nearly double in population, adding 660,000 more people and surpassing 1.3 million people total. Planning ahead for this growth is imperative to meet current and future transportation demands. Recognizing the future transportation needs of the region, UTA in partnership with the Utah Department of Transportation (UDOT) and Mountainland Association of Governments (MAG) completed the South Valley Transit Study. 

 

The South Valley Transit Study identified a Locally Preferred Alternative (LPA) that includes the extension of commuter rail from Provo to Payson.  The LPA identifies a general route, and approximate station locations. The LPA also recommends adding express bus service from Payson to Santaquin.  This Locally Preferred Alternative was identified considering factors such as transit ridership, land use, economic development, cost, and potential impacts to the natural and built environments.

 

UTA currently owns most of the corridor needed for this project with the exception of land needed for park and rides and areas of double tracking.  Union Pacific Railroad (UPRR) currently has trackage rights on the corridor and a new agreement will need to be negotiated with UPRR.  

DISCUSSION:                                                                                                                                      

The next step in project development is to prepare a National Environmental Policy Act (NEPA) document (anticipated to be an Environmental Assessment) and preliminary engineering (30%) for FrontRunner commuter rail extension from Provo to Payson, a distance of approximately 14 miles. The South Valley Frontrunner Environmental and Preliminary Design will complete this task.

UTA issued a qualifications-based procurement to select a qualified consultant team to prepare the South Valley Environmental Study.  Services will include: Project Management, Preliminary (30%) Design Environmental Analysis and Documentation, Traffic and Transportation Analysis, Funding, Implementation, and Operations; and special studies (cultural resources, noise and vibration, hazardous materials, geotechnical, visual resources).  AECOM Technical Services, Inc. was selected to complete this work.

This contract has a base term of 3 years and two one-year options.  The contract value will not exceed $8,417,670 over the life of the contract.

ALTERNATIVES:                                                                                                                                    

UTA could choose to not execute this contract and not continue with the next steps to developing this regionally significant project.  

FISCAL IMPACT:                                                                                                                                

Mountainland Association of Governments has programmed $1,864,000 million of local “Exchange Funds” and the Utah State Legislature appropriated $5 million of TTIF funds from the FrontRunner allocation identified in the 2022 Appropriations Bill (HB-0003) for “ …planning and environmental analysis to extend Front Runner to Payson, including station area planning as appropriate.” UTA will provide funding ($1,553,070) using UTA local funds appropriated in the existing 5-year capital plan. The adopted 5-year plan has $8.5 million in 2023 appropriation authority for this project.
