RECOMMENDATION:
Approve and authorize the Executive Director to execute contract 25-03954 and associated disbursements with Geneva Rock in the not-to-exceed amount of $2,463,007.50 for Phase I of the Utah County Park and Ride project. Approval of this contract would be conditional on the City of Eagle Mountain signing the land use lease agreement governing the land for the Eagle Mountain park and ride.

BACKGROUND:
UTA is committed to constructing two (2) park and ride facilities in Utah County, one in Eagle Mountain City and the other in Saratoga Springs City. To complete the infrastructure in a timely manner, there will be two (2) phases for this project.

DISCUSSION:
UTA is requesting the approval of Construction Services Contract 25-03954 with Geneva Rock for construction of the first phase of the Utah County Park and Ride facilities in the amount of $2,463,007.50. The contract consists of the following:
• Eagle Mountain City: One (1) 56-stall parking facility, two (2) bus stops (one with a shelter), a signalized pedestrian crossing (HAWK Signal), an access road, and connection to the existing multi-use path.
• Saratoga Springs City: Two (2) bus stops (one with a shelter), road widening and restriping, and a signalized intersection at Pony Express Parkway and Seaside Street.
Geneva Rock will be responsible for obtaining permits, traffic control (as needed), utility connections, bus stops, site work, signalized intersection, pedestrian signalized crossing, road widening and restriping, and the parking facility.
UTA has the option to execute Phase II as a Change Order pending pricing negotiations and Board of Trustees approval. Phase II will be the construction of the Saratoga Springs parking lot and is pending final determination of the wetland jurisdiction from the Army Corp. of Engineers.

ALTERNATIVES:
Disapprove contract and cancel the project.

FISCAL IMPACT:
The contract allocated $2,463,007.50 of the $6,185,000 2025 Capital Budget for the Utah County Park and Ride Facilities (MSP286).
These costs will be offset by using federal grant funds. These funds are provided by the Mountainland Association of Governments (MAG).
