RECOMMENDATION:
Informational report for discussion

BACKGROUND:
In 2023, the UTA Board of Trustees authorized the Executive Director to enter an agreement with Scheidt & Bachmann to replace UTA’s electronic fare collection system. The scope for this contract is to deliver supportable fare system hardware, including new ticket vending machines, new validators on all buses and on all rail platforms, and new hand-held fare inspection devices. This hardware, along with the mobile fare solution and open payment, will be integrated with the new account-based back-office system to simplify fare payment for our riders. The contract is a multi-year, phased approach contract:
• Phase 1: Replacement of all ticket vending machines
• Phase 2: Replacement of the validators on buses and at rail stations
• Phase 3: Replacement of the multi-platform system with one integrated fare payment platform
• Phase 4: Introduction of open payment, as well as completion of all the system integration activities leading to final system acceptance
• Phase 5: Introduction of mobile fare payment through apple and google wallets
UTA is currently operating in Phase 2, Phase 3, and Phase 4. With the introduction Phase 5, the project completion is estimated to be in the first quarter of 2028, previously the first quarter of 2027.
