RECOMMENDATION:                                                                                                                       

Approve and authorize Executive Director to execute change order #17 and associated disbursements with Stacy & Witbeck Inc. (SWI) in the amount of $1,856,064.                     

BACKGROUND:                                                                                                                                 

In 2019, UTA released a best value procurement for the Ogden/WSU Bus Rapid Transit (BRT) CM/GC project. Bids were received and evaluated, and Stacy & Witbeck Inc. was awarded the project. An amendment to the project was awarded March 19, 2021 for the construction of the project.

 

DISCUSSION:                                                                                                                                      

As part of the Ogden BRT project, art will be added at the stations for the Art in Transit program.  Through discussions with the arts committee the art selected will be on the canopy windscreens at all 22 stations.  The original bid for the windscreens did not include the type of glass needed to accommodate the art.  This change order will add the difference from the original scoped glass and art glass into the scope of the CM/GC contract. This item will be $230,094 which will be offset by revenue from the art committees.

During construction of the Ogden BRT project, Ogden City approached UTA to include pavement restoration for 2 roads that the BRT will travel over, 25th and 4400 South.  These roads have been reviewed and the additional traffic created by the BRT will deteriorate the road at a faster rate than if the BRT was not on the road.  This change order will allow the project to mill and overlay both roadways which will extend the life of the roadways.  Once this project is complete, Ogden City and the Mckay-Dee Hospital will be responsible for the future upkeep of the roadway.  This change order is for $1,625,970
