RECOMMENDATION:
Approve award and authorize the Executive Director to execute a contract and associated disbursements with Mobile Concepts Technology, LLC in the amount of $435,250.00 to purchase tablets used on our revenue vehicles.
BACKGROUND:
UTA selected Panasonic Toughbook A3 10 Inch Android tablets as our equipment of choice for running the newly created Transit Management System Mobile Data Device software. The tablets have proven to be a very capable and reliable computing solution. Panasonic launched the A3 in June of 2019, and we began installing them in FrontRunner trains in the fall of 2019. The pandemic that started in 2020 greatly reduced the number of sales that Panasonic forecasted over the next 3 years and in April of 2023 they announced they would no longer produce the A3 beyond EOY 2023. UTA is leveraging a reduced price from Mobile Concepts Technology, LLC, which is on State Contract PA2214 to supply our next 3 years of new bus builds and new train acquisitions at which time UTA will re-evaluate our needs for a Mobile Data Device. The tablets have an Operating System End of Life until 2027 and parts will be available until 2029.
DISCUSSION:
Currently the A3 tablets is performing above expectations and UTA had planned on using the tablets for the foreseeable future in our buses and trains. Procuring a supply of tablets and docks with extended warranties will allow UTA to continue to add new buses and trains as necessary and have spares if needed until we can source a new Mobile Data Device when we grow closer to the expiration date of 2027 for our current hardware.

ALTERNATIVES:
Significant research and testing would need to be launched immediately to find a suitable replacement to accommodate the upcoming new vehicles. Decisions about supporting more than one type of device would also need to be made. The price of the alternative tablets would likely be higher and therefore require additional funding.
FISCAL IMPACT:
The original budget for Transit Management System has planned sufficient funds to cover this procurement.
