RECOMMENDATION:
Approve and authorize the Executive Director to execute the contract and associated disbursements with Kiewit Corporation for Phase 1 Pre-Construction Design Services for the S-Line Extension Progressive Design Build Project for the Not-To-Exceed amount of $1,937,772.

BACKGROUND:
UTA has been working collaboratively with Salt Lake City to extend the S-Line Streetcar from the existing end of the line at Fairmont Station (1040 East) to the heart of the Sugar House business district at Highland Drive. This project also includes new double track on the S-Line from 500 East to 700 East, which will support service reliability. This project will help support economic development and serve the growing population of Sugar House by providing an improved connection to Sugar House.

DISCUSSION:
UTA issued an RFP for a Progressive Design Build contractor to design and build the S-line Extension and Double Tracking. Kiewit Corporation was selected for the project. The initial contract will cover Phase 1 Pre-Construction Services. Phase 2 for Final Design and Construction will be negotiated at a later date. Phase 2 will require additional board approval.
Design is projected to take up to eleven months. UTA, Salt Lake City, and the designer will work together to complete a design that mitigates impacts to the community as much as possible.
Staff are highly focused on supporting cost effective utilization of funds on this design. Project specific controls have been included in the contract to support that management. These controls will ensure the execution of work will occur consistent with UTA intent, through milestone approvals. In this type of contract, UTA only pays for services rendered and costs incurred.
The Capital Project Plan is also on the agenda for approval in this meeting.

ALTERNATIVES:
UTA could negotiate with the other firm that bid on the project. However, doing so would cause significant delays and may increase project costs.

FISCAL IMPACT:
State funds have been allocated to the S-Line Extension and Double Tracking project. Budget authority is included in the approved 2024 and planned 2025 capital budgets (MSP259). 2024 Contract Budget Impact: $937,772
