RECOMMENDATION:
Approve and authorize the Executive Director to execute Task Order 25-001 and associated disbursements with Rocky Mountain Systems Services in the amount of $948,823.00 for three full-time contractor personnel for fiscal year 2025.
BACKGROUND:
UTA executed contract 24-03814VW with Rocky Mountain Systems Services (RMSS) for on-call systems maintenance. The term of this contract is for three years with two one-year term options. RMSS was selected based on best value procurement methodology. The UTA Board of Trustees approved the contract on June 12, 2024, and it was fully executed on June 14, 2024. The original contract value is not-to-exceed $40,000,000 at $8,000,000 per year.
Typical task orders under this contract include:
• Support for rail and maintenance of way systems
• Upgrades, repairs, analysis, and training of train control systems
• Repair, maintenance, and training of overhead contact systems and traction power substations
DISCUSSION:
This task order is for the approval of three full-time contractor personnel at hourly rates included in Exhibit B of the contract.
PROJECT MANAGER
Year One Rate $153.59 hr. (Jan.- Jun. 2025)
Year Two Rate $155.13 hr. (Jul. 2025 - Dec. 2025)
Assists UTA with contracts, schedules, budgets, cost estimating, contractor resource management and scheduling, and other project management duties as required.
PROJECT ENGINEER, PE
Year One Rate $132.44 hr. (Jan. - Jun. 2025)
Year Two Rate $133.76 hr. (Jul. 2025 - Dec. 2025)
Supports the project manager and act as a subject matter expert for transit system design, installation, testing, interfacing, and integration efforts. Provides troubleshooting for transit systems, subsystems, components, and communication systems.
FIELD ENGINEER, FE
Year One Rate $111.30 hr. (Jan. - Jun. 2025)
Year Two Rate $112.41 hr. (Jul. 2025 - Dec. 2025)
Supports the project manager, project engineer, and UTA Systems Engineering/MOW. Acts as subject matter expert in the field for troubleshooting transit systems issues, leading maintenance, and upgrading systems.

FISCAL IMPACT:
Task Order 25-001 allocates $948,823 of the Capital Services Department 6800 Contract Services line 6800.50353.92 for three full-time contractors to manage task orders under UTA’s On-Call Maintenance Contract 24-03814VW for calendar year 2025.
