RECOMMENDATION:
Approve task order #22-55 to the on-call infrastructure maintenance contract with Stacy and Witbeck and authorize the Executive Director to execute the task order and associated disbursements in the amount of $249,816.

BACKGROUND:
In October 2020, UTA released a request for procurement (RFP) for an on-call maintenance contractor focused specifically on infrastructure assets. Bids were received and evaluated, and Stacy and Witbeck Inc. was selected as the winner based on overall scoring using the best value format. The UTA Board of Trustees approved the contract and authorized the Executive Director to execute the contract with Stacy and Witbeck Inc. on January 27, 2021. This contract is for three-years with two one-year options.

DISCUSSION:
UTA has maintenance responsibilities for the Garfield Rail Corridor. This task order will replace 800 ties and 280 tons of ballast on the Garfield line. UTA Staff is requesting approval of this task order with Stacy and Witbeck, Inc. the amount of $249,816.00.
The task order has been determined to be within the scope of the master Task Ordering Agreement and the pricing has been determined to be fair and reasonable based on both an independent cost estimate and a price analysis.

ALTERNATIVES:
Garfield line would not be maintained and UTA runs the risk of stopping freight service due to the line not meeting minimum FRA standards.

This budget is included in the 2022 Capital Program under project code: SGR401
