RECOMMENDATION:
Approve and authorize Executive Director to execute contract 25-04018, and associated disbursements with Parametrix Consulting, Inc. for consulting services in the not-to-exceed amount of $699,921.

BACKGROUND:
Per Board of Trustees Policy No. 3.2, Service Planning, The Board adopted its first Long-Range Transit Plan (LRTP) on March 13, 2024, which established a fiscally constrained plan and list of potential transit investments within UTA’s service area that align with UTA’s strategic goals and objectives.
UTA and its transportation partners update their long-range plans on a recurring four-year time frame. This aligns with the cycle of updating Utah’s Unified Transportation Plan (UTP), which encompasses the state’s Metropolitan Planning Organization (MPO) Regional Transportation Plans (RTPs) as well as the Utah Department of Transportation (UDOT) Statewide Long-Range Plan.
The 2027-2055 UTA LRTP update will serve as an update to the 2023-2050 LRTP and will represent UTA’s contribution to the UTP. Development of the 2027-2055 LRTP update is coordinated with UTA’s MPO partners, Wasatch Front Regional Council (WFRC) and Mountainland Association of Governments (MAG), to ensure consistency in project identification, phasing, and messaging to a public audience. The 2027-2055 LRTP will be completed and adopted by UTA by mid-2027, in line with when WFRC and MAG adopt their RTP updates.

DISCUSSION:
Building on the success of the first UTA LRTP, UTA Moves 2050, the 2027 - 2055 LRTP, UTA Moves 2055, will update, improve on, and include additional components.
The primary goals of the LRTP update are to:
• Understand and plan for the needs of the communities UTA serves.
• Identify transit system needs and priorities.
• Update the 30-year vision for transit in the region.
• Identify costs, funding opportunities, and strategies to implement the vision.
• Formalize a process for advancing projects and service as they move from the LRTP through existing UTA plans to implementation.
The LRTP will provide an updated comprehensive, system-wide vision informing future service and investment strategies. In addition to updating the previous LRTP, UTA Moves 2055 will improve and expand upon the previous plan including:
• Performing a cost-effectiveness and cost-benefit study for each mode of public transit and developing goals for UTA to achieve an effective balance of cost-effective and cost-beneficial services. This will also help inform prioritization criteria for prioritizing future projects and services as well as meeting the requirements outlined in Utah State Bill 174 (2025).
• Further inclusion of agency long-range needs beyond projects and service.
• Additional financial scenario analysis utilizing the updated UTP financial model.
• Development of a formalized replication process and schedule for future LRTP updates.
The update plan is expected to be adopted by the UTA Board of Trustees by mid-2027 in accordance with Board of Trustees Police No. 3.2 Service Planning.
