Procurement Contract/Change Order

RECOMMENDATION:

Approve purchase order 17041 and authorize the Executive Director to execute the contract and associated disbursements with Stertil-Koni USA, Inc. to replace Timpanogos Bay 4 Bus Lift in the amount of $455,294.29.

BACKGROUND:

The bus lift/hoist in Bay 4 at Timpanogos has exceeded its useful life and is beyond economical repair and needs to be replaced.  Stertil-Koni has identified a suitable replacement.  The cost will be $455,294.29.

DISCUSSION:

UTA Staff is requesting approval of purchase order 17041 to replace the bus lift in bay 4 at Timpanogos with a new unit installed by Stertil-Koni in the amount of $455,294.29.  The scope of the contract includes removing the existing in-ground, rotary three-post lift and its associated hydraulic lines and replacing it with a new Diamond 96CR-10-10, lift with a single fixed post and two movable posts.  This unit will be of equal capacity as the unit being replaced.  It will be equipped with a new sump pump, Quick Turn for tandem axles, a wired remote control, and an automatic wheelbase positioning system. The concrete will be cut to remove the old Bay 4 lift.  New, 7 bag concrete will be poured over a new vapor barrier to accommodate the new unit.  All existing plumbing, trenches, drain, connections, and cleanouts will be preserved.  Stertil-Koni will coordinate with UTA on the time frame for demolition and construction and the arrival time of the lift to mitigate the time the bay will be down for construction.  UTA shall have a two-year warranty on all work and materials performed and factory warranty on the lift and associated parts of 2 years.

This lift replacement has been identified as a 2023-2027 Capital Plan.  This purchase from Stertil-Koni will be made under the State Contract #PA4107 (expires March 31, 2028).

ALTERNATIVES:

There are no viable alternatives.   The lift offered by Stertil-Koni is a complete, turn-key system.   Systems from other manufacturers would be custom-built using available parts and components.  Along with increased lead times, this increases the cost of the project due to engineering, manufacturing, and assembly time.

FISCAL IMPACT:

Budgeted in the 2023-2027 Capital Plan for the Facilities Managed Reserve
