RECOMMENDATION:
Approve Resolution R2026-03-05 Adopting the Authority’s 2026 Annual Service Plan

BACKGROUND:
UTA Board of Trustees Policy No. 3.2, Service Planning, governs how the Utah Transit Authority (UTA) plans transit service changes. The purpose of the policy is to ensure a consistent, transparent, and a collaborative approach to service planning, one that aligns with the requirements of the Federal Transit Administration (FTA), the Utah Public Transit District Act, and the expectations of the communities and regional partners UTA serves.
As outlined in the policy, UTA prepares an Annual Service Plan each year, which is reviewed and approved by the Board of Trustees. This plan identifies operations and budget plans for any annual changes to baseline service, which are implemented on scheduled Change Days. The Annual Service Plan is developed in coordination with the Five-Year Service Plan and vetted through the agency’s annual budget process to ensure resource and operational feasibility.
Consultation with the UTA Local Advisory Council on the proposed amended 2025-2029 Five-Year Service Plan and the 2026 Annual Plan occurred on August 27, 2025. The 2025-2029 Five-Year Service Plan was amended by the UTA Board of Trustees on October 8, 2025.
