Approve and adopt Resolution R2021-12-09                     

BACKGROUND:                                                                                                                                 

On December 2, 2020, the Board of Trustees approved offering a 50 percent fare discount for qualified low-income individuals to be administered through a Low-Income Fare Pilot, Part 2 (“Pilot”).  The purpose of this pilot was to improve and revamp the UTA Horizon pass by increasing access to transit discounts for customers not currently receiving a discount or subsidized fare. 

The UTA Fares team collaborated with IT to create and launch an online application database and portal. This portal allowed individuals to apply and qualify to receive a UTA FAREPAY card programmed to give users a 50 percent discount off UTA’s public fare. This portal was launched in June 2021. This is the first time UTA has offered a program to low-income individuals.

The Fares team will continue to enhance the program providing transit access to as many individuals as possible. This will be accomplished through additional website development, implementing the feedback gathered through community outreach events, additional marketing and communication, and generally improving the customer experience.

DISCUSSION:                                                                                                                                      

The Low-Income Fare pilot ends December 31, 2021. Staff recommends making the 50 percent discount permanent, discontinuing the sale of UTA Horizon pass, and continuing to offer transit passes to low-income individuals through the online program. 

ALTERNATIVES:                                                                                                                                    

Do no approve the Resolution and retain the UTA Horizon Pass

FISCAL IMPACT:                                                                                                                                

Neutral as compared to 2021 revenue. UTA anticipates that customer previously purchasing Horizon passes will continue to migrate to the Reduced Fare FAREPAY Card.
