RECOMMENDATION:                                                                                                                       

Adopt UTA.05.05 Hardship Recognition. This adoption does not rescind any existing policies and none exist that address this specific topic.                     

BACKGROUND:                                                                                                                                 

When UTA employees experience a significant personal hardship, the current option to show support is to have their management and peers prompt a voluntary collection for flowers or a gift. There are currently no specific UTA guidelines on what situation qualifies and what gifts may be appropriate for purchase. This policy is intended to provide an equitable alternative to employee collections while designating specific positions that can assist in guiding this process.

DISCUSSION:                                                                                                                                      

This policy:

                     Clarifies US Tax law with respect to what types of recognition/gifts may be taxable in these limited cases;

                     Ensures equitable treatment of employees regardless of department or employment classification;

                     Defines the limited cases for which hardship recognition is appropriate and which level of management is able to interpret the policy.

ALTERNATIVES:                                                                                                                                    

No existing policy covers the types of employee recognition brought forth by this policy. If this policy is not adopted, departments may continue to fund recognition through voluntary employee contributions.

FISCAL IMPACT:                                                                                                                                

$15,000 - $30,000 annually with a forecast of 150-300 potentially impacted employees per year at $100 per case.
