RECOMMENDATION:
Approve task order #23-007 (2023 Stray Current Mitigation) to on-call systems maintenance contract with Rocky Mountain System Services (RMSS) and authorize the Executive Director to execute contract and associated disbursements in the amount of $250,617.

BACKGROUND:
In November 2020, UTA released a request for procurement (RFP) for an on-call maintenance contractor focused specifically on systems engineering and maintenance support. Rocky Mountain Systems Services was selected as the winner based on overall scoring using the best value format. The UTA Board of Trustees approved the contract and authorized the Executive Director to execute the contract with RMSS on February 24, 2021. This contract is for three years with two, one-year options.
Typical task orders under this contract include:
• Subject matter experts to support UTA rail systems and MOW systems departments.
• Train Control System upgrades, repairs, analysis, and training
• Stray Current monitoring and analysis
• OCS/TPSS repair, maintenance, and training
• Traffic Signal inspections, connections, repairs, and coordination

DISCUSSION:
UTA staff is requesting approval of Task Order 23-007 with Rocky Mountain Systems Services. This task is needed to meet the requirements set forth in contract 15-1360 between Dominion Energy and UTA that was executed on April 27th, 2011. This agreement requires UTA to monitor stray current activities along its entire light rail system and mitigate the effects of stray current as identified from the testing and monitoring activities and in coordination with Dominion Energy.
Scope of Work:
• Perform design reviews for UTA light rail system projects.
• Install test equipment to monitor known issues, such as rail-to-earth and pipe-to soil potentials.
• Provide feedback to UTA on areas of improvement.
• Develop and/or update UTA Maintenance Procedures.
• Submit monthly reports with data graphs documenting the testing and monitoring efforts on the light rail system.
• Prepare annual reports as required by UTA and/or third-party utility owners.
• Coordinate with third-party utility owners during activities that relate to stray current.
• Install data loggers and investigate destructive power surge events in the ail FrontRunner service Area.

ALTERNATIVES:
Disapprove task order. This would leave UTA without the ability to fulfill its responsibilities to monitor and mitigate stray current per contract 15-1360.

FISCAL IMPACT:
This budget is included in the 2023 Capital Program.
