RECOMMENDATION:
Informational report for discussion

BACKGROUND:
Utah’s Public Transit District Act requires all contracts valued at $200,000 or greater be approved by the UTA Board of Trustees. This informational report on upcoming procurements allows Trustees to be informed and provide input on upcoming procurement projects. Following the bid solicitation and contract negotiation process, final contracts for these projects will come before the board for approval.

DISCUSSION:
• Fuel Card Program. This is a procurement to contract with a firm to provide a fuel purchasing card program for Diesel and Unleaded fuel utilized by 465 vanpool vans, 40-100 micro-transit vans (as the program expands), and 90 police units. The selected vendor will remove the federal and state taxes. As a governmental entity, UTA is exempt from these taxes. UTA will procure this as a best value contract because station coverage is more important to our card holders than necessarily the price per gallon. Funding for this program is included in the business unit operating expense budgets. This contract will be for a term of 5 years and the procurement will be conducted as an RFP. • TechLink Corridor Study. This is a procurement to contract with a firm to complete a transit corridor planning and environmental study to evaluate potential alignments for transit connections in Salt Lake City, including the University of Utah Research Park Extension and rail extensions and realignments in downtown Salt Lake City and the Granary District. The study will identify a preferred transit corridor that will improve transit access to growing neighborhoods on the West and East sides of Salt Lake City, but also improve regional connectivity and accessibility via the TRAX system. UTA received a Rebuilding American Infrastructure with Sustainability and Equity, or RAISE grant, for this project. UTA, Salt Lake City, the SLC Redevelopment Agency, and the U of U have come together to form the TechLink Partnership. 68% of the funding will come from the RAISE grant, with the TechLink partnership providing the remaining amount of funding. This procurement will be conducted as an RFQU, and will have a base term of 3 years, plus two 1-year options. (req. 10763, Patti Garver)
