RECOMMENDATION:
Approve and authorize the Executive Director to execute Task Order 26-002, and associated disbursements with Rocky Mountain Systems Services (RMSS) in the amount of $800,000 to complete systems on call Services related to managing and supporting UTAs Track Driver Extra (TDX) Train Management System as well as General Engineering and Associated Infrastructure

BACKGROUND:
UTA executed contract 24-03814 with Rocky Mountain Systems Services for on-call maintenance. The term of this contract is for three (3) years with two (2) additional option years. RMSS was selected based on best-value procurement methodology. The UTA Board of Trustees approved the contract on June 12, 2024, which was fully executed on June 14, 2024. The original master task order contract value is not-to-exceed $40,000,000 over five (5) years.
Typical task orders under this contract include:
• Support for rail and maintenance of way systems
• Upgrades, repairs, analysis, and training of train control systems
• Repair, maintenance, and training in overhead contact systems and traction power substations

DISCUSSION:
Under Task Order 26-002, Rocky Mountain Systems Services will complete Systems On-Call Services related to managing and supporting UTA's Track Driver Extra Train Management System as well as General Engineering and Associated Infrastructure. This support will be for both UTA's systems, TRAX and Frontrunner. The scope includes:
Train Control Professional Services
• Design, Material procurement, installation, testing, integration, and final commissioning for train control systems and components as required by UTA to support capital projects.
• Software development, modifications, and simulation.
• Vital and non-vital communication troubleshooting, routine and emergency maintenance, and upgrades.
• Installation and repairs of light rail and commuter rail switch heaters.
Overhead Catenary Systems Maintenance, Repair and Emergency Services
• Infrastructure repair, upgrades, preventative and routine maintenance and / or emergency repair services.
Traction Power Substations Infrastructure Maintenance, Repair and Emergency Services
• Infrastructure repairs, minor upgrades, preventative/routine maintenance and or emergency services.
• Upgrade systems as determined by UTA, including material procurement, wire and cable installation, equipment replacement and troubleshooting, communication configuration and installation, integration with UTA’s Supervisory Control and Data Acquisition (SCADA) control system.
Signal and Grade Crossing Construction support
• Assist UTA during grade crossing replacement projects, SGR projects, capital projects, external projects interfacing and/or fouling UTA facilities that may require grade crossings and/or train control systems to be taken in and out of service to support such projects during construction.
UTA owned Utility locating services
• Locate buried utilities for projects that interface with or are near UTA owned facilities that do not show up on Blue Stakes of Utah. RMSS to use their own equipment.
Interference monitoring and mitigation
• Provide UTA with data logging, monitoring, reporting, analysis, and recommendations for instances where UTA equipment may receive interference and in some cases damage to their equipment from third party utilities.
Track Driver Extra (TDX) Support
• Maintain Licenses, software configuration and management.
• Support wayside control and indication, UTA's training yard, Frontrunner and TRAX, workstations, train simulator, etc.
Network Maintenance
• Maintain communication and security networks.
Training and Materials
• Provide training materials and curriculum including in-person and on-the-job training to UTA personnel as determined by UTA Systems Engineering and Maintenance of Way.

ALTERNATIVES:
Disapprove task order. In the event of a system or network failure, UTA will not have the on-call support needed to bring the system back online, nor the licensing or maintenance required to maintain the TDX back-office dispatching systems on Frontrunner and TRAX.

FISCAL IMPACT:
The 2025-2029 Five Year Capital Plan includes $800,000 for Systems On-Call Services related to managing and Supporting UTA's Track Driver Extra Train Management System as well as General Engineering and Associated Infrastructure.
This work is anticipated to occur in 2025 and 2026 under the Train Control Rehab and Replacement Project (SGR 403).
