RECOMMENDATION:
Agency Staff and Counsel recommend that the Commissioners review the revised bylaws and provide feedback. Staff and Counsel will incorporate feedback as appropriate in finalized bylaws for adoption as soon as the September 2026 meeting of the Transit Commission.
BACKGROUND:
The Utah Public Transit District Act empowers the Transit Commission of the Utah Transit Authority to enact bylaws as a governing document. At the first meeting of the Transit Commission on July 15, 2026, the Commission adopted an initial set of bylaws, but comments from multiple Commissioners indicated they wanted to make additional amendments/revisions.
DISCUSSION:
Staff and Counsel reviewed feedback from Commissioners and incorporated suggested edits into a draft copy of the revised bylaws. This is a discussion item to review those revisions, as well as additional staff-suggested revisions. After Commissioners provide any additional feedback at this meeting, a finalized version of the bylaws may be adopted by the Commission at the September 2026 meeting.
