BACKGROUND:                                                                                                                                 

In 2022, HB462 legislation mandates all cities with a fixed-guideway public transit station (rail or Bus Rapid Transit) to develop and certify a Station Area Plan. Station Area Plans are intended to promote shared objectives of 1) increasing housing availability and affordability, 2) enhancing access to opportunities, 3) promoting sustainable environmental conditions, and 4) increasing transportation choices and connections. Supported by UTA, Station Area Plans are led by municipal staff to ensure City general plans and zoning regulations will be updated for future Station Area Plan implementation. The Ballpark Station Area Plan was formally adopted by Salt Lake City Council and certified by the Wasatch Front Regional Council (WFRC) in 2022 and 2023, respectively. 

DISCUSSION:                                                                                                                                      

Salt Lake City, in coordination with UTA and WFRC, initiated the Ballpark Station Area Plan to guide future development to support the livability of the area and to support the future growth in residential, office, restaurant, and retail uses. Major goals outlined in the Station Area Plan include 1) creating a new Ballpark neighborhood specific Transit Supportive Zone, 2) reconfiguring the Ballpark TRAX station to improve accessibility, 3) improving the 1300 South corridor for pedestrians, 4) creating a sense of place at and around the Ballpark stadium, 5) repurposing parking lots and underutilized properties to add activity to the neighborhood, and 6) investing in community amenities and green space to balance density with critical livability factors.

ALTERNATIVES:                                                                                                                                    

Information only. Board may direct staff to not present the Ballpark Station Area Plan to Local Advisory Council for approval. Without Local Advisory Council approval and adoption by Board of Trustees, UTA may not pursue development of its properties within the Ballpark station area.

FISCAL IMPACT:                                                                                                                                

The proposed Ballpark Station Area Plan will better position UTA and Salt Lake City to coordinate redevelopment of the station area. This aligned coordination will promote future transit-oriented development in an efficient and fiscally responsible manner.
