Approve the complimentary fare and authorize the Executive Director to distribute Complimentary passes for the Adopt-a-Stop program                       

BACKGROUND:                                                                                                                                 

Adopt-a-Stop programs are used throughout the United States to encourage transit agencies to partner with community organizations in a proactive, positive effort to keep stops and communities safe and thriving. With these efforts, implementation can be a strategy to proactively decrease vandalism rather than continually replacing shattered glass panels or removing graffiti.

In 2021, UTA Community Engagement Department piloted an Art in Transit program to promote community partnerships, built environmental stewardship, and creative place-making. The UTA Adopt-a-Stop program was established to continue the efforts of the piloted initiatives. Individuals and organizations can adopt their local bus stop by submitting an online form. As part of this partnership, adopters will have a sign placed at the stop to recognize the adopting organization. In addition, adopters have the option to provide UTA approved artwork for their stop. Artwork on bus stop shelters encourages inclusion of community in the development or design and reiterates our efforts to proactively decrease vandalism. Once approved as an adopter, partners are required to commit at least two (2) years of bi-weekly to monthly inspections (e.g. snow or trash removal) to the stop. We would like to recognize this important work by our community partners. To support this initiative, UTA will distribute the 10-day pass to individuals and organizations who adopted local bus stops. The 10-day pass is an incentive for partners to continue being stewards in the community and inspire others to be a part of the program. The passes will allow ten (10) days of travel per month and will be in the form of an electronic tap card. The passes will be valid for use through December 31, 2025. UTA Fare Policy requires complimentary fare more than five-thousand dollars ($5,000) in value to be presented to the UTA Board of Trustees for approval.

DISCUSSION:                                                                                                                                      

The Community Engagement team, in partnership with the Fares’ Team, will provide Adopters with transit passes. The passes will allow ten (10) days of travel per month and will be valid through December 31, 2025. 

ALTERNATIVES:                                                                                                                                    

Do not provide a transit pass to Adopters.

FISCAL IMPACT:                                                                                                                                

The value of the passes is estimated to be between $75,000 and $150,000. This assumes between one hundred (100) to two hundred (200) passes will be used ten (10) days a month, each month, through December 31, 2025. 

Pass usage during this time will be monitored. Staff may return back to the board before December 31, 2025 to request additional complimentary passes for this program.

Potential Savings:

With the investment in Adopt-a-Stop partnerships and artwork, the Adopt-a-Stop Program is estimated to save UTA an average of $17,386 per bus stop per year.

                     Graffiti removal - $3,400 per stop per year

                     Glass replacement/shelter damage (assumed 1/8 of full shelter installation) - $3,400

                     Full shelter replacement (4x8 Slimline) - $10,300
